Snowflake and i2pd could work but not in the best conditions.
Snowflake/bridge is used when you do not want the authorities/ISP know, you are using tor or because it might be blocked (like on contries with censorship). When you are running snowflake/bridge you are helping these users. For the contrary, if you use a normal tor relay, they(ISP, authorities, who ever is watching your connection) know, but they do not know what you are doing.

I would say debian but as others said, are you on hopping distros? Do you have any problem with fedora 39?
If you look on this plex support page, they say you need around 8000 passmark points, if I were you, I will look a cpu which a bare minimum of 10000 passmark points to be fine.

Just look for a NUC with an Intel N100 with passive cooling.

In my servers I use debian 12, but I think a good balance (stability & up to date packages) would be linux mint in my opinion.

If they do not want to maintain and update a pihole, it is better to just use public dns, like adguard.
You still have realvnc lite. It is free, 1 user, 3 machines, less features, but the basics still there.
