It is, you just don’t understand it yet. A Romani born in Spain who wants to live in Spain has one homeland: Spain. As of today, they have nothing in common with India, nor did they 50, 100, 150 or 400 years ago - much like Ashkenazi Jews didn’t have anything to do with Palestine in 1750.
